Scientific Research Fund Guide

Application Conditions

  • In order to benefit from the Scientific Research Fund, the persons who will apply as project coordinators must be full-time ‘faculty members’ or ‘lecturers’. It is not possible for research assistants or students to apply as project coordinators; however, in accordance with paragraph 2 of Article 5 of the Scientific Research Projects Directive, students enrolled in graduate programmes of the University may apply for support for their thesis based on a research project, if there is a budget allocated for this purpose. Applications of this nature are made under the supervision of the appointed thesis advisor. The application and evaluation of such projects are carried out according to the principles determined by the BAP Commission.
  • Registration and application must be made through the Project Management System (BİGİ PYS) until the deadline announced by the Rectorate.  If you are logging into the system for the first time, you must create a user by using the ‘Registration’ button. (You can only register to BİGI PYS with an e-mail account with the extension bilgi.edu.tr)
  • In the evaluation of BAP applications, priority is given to projects that have not received support before.
  • An academic who is a “researcher” in a BAP project can only take part in another BAP project as an “executive” at the same time.
  • A “researcher” involved in a BAP project can take part as a “researcher” in at most one more project (2 projects in total) at the same time.

Budget and Payments

  • In budget requests, the price, including VAT for domestic purchases and all costs for foreign purchases (customs fee, taxes, shipping), should be written. When calculating the TL equivalent of pro forma invoices received in foreign currency, the effective sales rate of the Central Bank of Turkey should be taken as a base, and this definitely should be stated in the proposal.
  • For those who will work for BAP projects, the payments must be calculated over the gross wage, including the employer’s cost.
  • The principal investigator or the researchers will not receive any promotion bonus or payment within the project’s scope.
  • The daily wage for those who are considered to work for a salary in BAP projects has been determined as 1.021,00 TL gross including employer cost as of 01/01/2025. Calculations are made on the basis of a maximum of 20 days per month (Month x 20 Days x 1.021,00 TL) for research assistants who are expected to work full-time; for research assistants who are expected to work part-time, it is calculated on the basis of the days worked (Month x number of days worked x 1.021,00 TL), provided that it is not more than 20 days for the months they are expected to work.
  • It is possible to make relocations between the budget items. Budget relocations up to 20% of the total budget are under the principal investigator’s responsibility, while relocations over 20% can be realized with the approval of the BAP Commission. The PI should send a letter requesting the budget relocation for both occasions.
  • For accommodation and transportation expenses to be incurred within the scope of the project, the relevant articles of the ”Istanbul Bilgi University Guidelines on Travel Expenses” apply.
  • Data collection, input, and analysis work should be done by the project team as much as possible.
  • Research or service support from outside the University can only be provided with a service agreement.
  • The travel requests that are needed while conducting the research, which may directly contribute to the research, are met. However, travel costs, such as conference attendance to publish research results, are not supported by the BAP Fund.
  • Co-funding or infrastructure-building expenses of research projects that will be carried out with external resources can be financed. 
  • Computer purchases can be financed for computation-intensive research projects upon justification. Apart from this, there is no support for computer purchases, and the University's current resources should be used. 

Application Assessment

  • In cases where Ethics Committee approval is required, approval must be obtained in accordance with the Ethics Committee Directive. In cases that do not require approval, the justifications should be explained in detail in the relevant field in the Project Management System (BİGİ PYS).
  • An internal evaluator and an external evaluator are assigned by the BAP Commission to all valid project applications received within the application period. The project evaluation process starts by sending an invitation via BİLGİ PYS. The evaluation reports and grades of all projects are determined with the returns of the evaluators. The BAP Commission evaluates the projects in the light of the reports and grades from the evaluators and decides on the supported projects.
  • BAP Fund application dates are determined by the BAP Commission and the call periods are announced by the Rectorate.

Reporting

  • The executor of the accepted project is required to submit an interim report to the BAP Commission at the end of the 12th month following the acceptance of the project and every 6 months during the project period, including information about the studies in the past period.

  • Project coordinators are required to log in to the Project Management System (BİGİ PYS) with the username and password they created during the application phase and submit the interim report and final report forms to the evaluator opinion through the system. You can access the interim report and final report forms here.
  • Interim reports and the final report are examined by the BAP Commission or experts/referees appointed by the BAP Commission. When deemed necessary, the BAP Commission may also complete the evaluation process by consulting the opinions of experts in the field. The continuation of the financial support for the next tranches of the projects is subject to the favourable opinion of the BAP Commission.
  • The interim / final reports of the projects that have not been carried out in accordance with the execution procedures in terms of budget are evaluated by the BAP Commission and reported to the Rectorate.
  • All requests for time extension and changes in budget items are submitted in writing to the Technology Transfer Office and decided by the BAP Commission.
